Adopting a ‘power and control’ approach to the dynamics of abusive relationships, this article traces the growth of research and knowledge in the fields of domestic violence, models of management and leadership, and traumatic stress disorders and recovery. Discusses some of the implications these developments have had for US domestic violence shelter policy and services. The ‘Sanctuary’ model, initiated by the authors, is then used to illustrate how treatment, leadership and advocacy can be integrated in the context of shelter service delivery. Future steps and anticipated challenges in developing the model are also identified.en
