This article examines the Victorian Family Violence Reform strategy launched in 2005 as a model for a ‘whole of government’ approach to addressing family violence. The authors reviewed the literature and interviewed 27 senior officials from government departments representing police, justice, community development and education and early development. Common themes from the interviews are discussed around the decision for the approach, intended goals, processes, activities and perceived outcomes and impacts.en
