The purpose of this study is to compare the effectiveness and cost effectiveness of a domestic violence-specific permanent housing program operated by the Volunteers of America Home Free (VOA), with a range of other housing related services available to domestic violence survivors.<br/ ><br/ >Methods: The VOA program provides survivors of abusive relationships with financial assistance with all or a portion of their rent for permanent housing in an area of their choice, as well as long-term, client-focussed advocacy. The evaluation of the program, funded by the Centers for Disease Control and Prevention (CDC), uses a quasi experimental longitudinal design.
