Highlighting the prevalence of domestic violence and the tendency for popular media to overlook its pervasiveness in society, this paper provides a background to the refuge movement in Britain and its role in raising awareness and providing a safe place for victims of domestic violence. Recent changes in the range of services offered by refuges, their organisational structure and relationship with other agencies are reviewed and some of the potentially negative implications of this 'growing professionalisation' identified. Utilising the findings of an empirical study conducted in East Anglia in the UK, together with recognition of the changing nature of feminist movements, it is suggested that there has been a shift in refuges, from a social movement model to a social service model. Some of the implications of these changes for service users are also discussed.en
