dc.description.notesReflects on the Townsville Tribunal held as part of the 1998 Domestic Violence Week which allowed women to share their experience of violence with others in a public forum. Inspired by the Global Tribunal held in Vienna, women expressed their ideas about the failures of society to protect their human rights to safety. Most telling messages came from women who experienced systems abuse and the obstacles in seeking help. Outlines the ‘Dovetail’ approach implemented in New Zealand, which places the responsibility of intervention on the community and away from victims, holds men responsible for their behaviour, and prioritises women’s safety. Included in this is the formation of Perpetrator Education Programmes (PEP) as a way of confronting men’s intents, beliefs and attitudes. The ‘Dovetail’ approach is a community response aimed at sending the message that violence is never acceptable.en
