Conducts a review of literature and research into disability, abuse and functional assessment, using this as a foundation for the development of the assessment model. Proposes an assessment process comprising three major components – traditional evaluation based on the DAIP Power and Control Wheel, functional capacity risk and abuse assessment based on self report and heterogeneity assessment whereby modifications to assessment are made on the basis of cultural sensitivity, nature of disability and reporting structures.
