Increasing rates of substantiated child abuse and neglect indicate a worsening reality (Australian Institute of Health and Welfare [AIHW], 2012). Aboriginal and Torres Strait Islander children are already 10 times more likely to be in out-of-home care than non-Indigenous children (AIHW, 2012).
