Notes:  Presents the methodology and findings of a study directed as assessing the ways in which safety is incorporated into the Commonwealth Supported Accommodation Assistance Program (SAAP) and its policies for addressing homelessness amongst women escaping domestic violence. An overview of research into the link between domestic violence and homelessness is provided and the key facets of the SAAP are outlined. The programme, aimed principally at resolving crises, re-establishing family links and developing capacity for independence in the context of emergency, transitional and supported accommodation services, was established in 1985 and is currently in its fourth phase. The content analysis reveals women escaping violence continue to be at a high risk of homelessness but that issues of safety have not been sufficiently incorporated into SAAP policy and service provision. The need for more flexible and multi-dimensional approaches to the delivery of accommodation services to women at risk of violence is emphasised.
