Examines some of the reasons for, problems with, and alternatives to, the growth of criminalisation as the dominant mode and guarantor of social control, with particular emphasis on violence against women. Part one reviews the statistical growth of incarceration and other punitive measures across the US, UK, Canada and Europe. Part two questions the role of the feminist and other ‘transformative’ social movements in supporting this growth in punitive strategies and the theoretical and philosophical issues this raises for the movement. Argues the emphasis on criminalisation has led to a failure to incorporate concepts of social control and an understanding of race and minority issues into the mainstream feminist agenda. Part Three explores, through a feminist lens, some alternative ways of conceptualising violence in the community at the macro level. Suggests changes at the middle and micro levels that might pave the way towards the prioritisation of safety, rather than punishment, in social policy and legislation.en
