This paper outlines research in an operational context and looks at how the knowledge gained from practice could be utilised in system reform. It briefly describes examples of action research or practice-based research. The ACT Family Violence Intervention Program is discussed as an example of how the enquiring approach can generate and sustain change. The unique feature of the ACT law reform process on domestic violence is its focus on both the criminal and civil legal response, which is in contrast to most of the law reform in other Australian jurisdictions that has focused on civil response of the protection orders. It provides advice on the action or practice-based research process, such as: not presuming to know the whole problem; changing at a pace that is realistic and which opens up for enquiry; and building capacity through building knowledge.
