The aim is to stimulate the discussion of where the proposed reform is likely to lead. There is an overview on legal development, policy background, a report of the recent Parliamentary Committee and the Federal Government’s policies in response to that report. The paper discusses in some detail the significance of the Parliamentary Committee report and comments on the Government’s response.
