This paper describes the authors’ experiences in setting up the two largest law enforcement-related Domestic Violence Units in the USA, the San Diego Police Department’s Domestic Violence Unit and the San Diego City Attorney’s Domestic Violence Unit, both now seen as a model approach for that nation. Five major trends in the investigation and prosecution of domestic violence are discussed. These are: establishing coordinated community responses; designing early intervention strategies; developing a focus on the abuser rather than the victim; eliminating victim blaming policies; and creating long-term accountability for the abuser within the system.en
