dc.description.notes | Overview: This manual evolved from a Daphne program, European Commission project called “Bridging Gaps – Models of coordination between women’s NGOs and state authorities”. The manual is based on the contributions of project partners from eleven European countries, and draws on the work and experience of experts in the field of domestic violence. The manual aims to contribute to the development and improvement of multi-agency cooperation by providing information, guidance and recommendations.<br/ ><br/ >Discussion: The manual provides a theoretical overview of the background of domestic violence, the costs, definitions, international obligations and the development of multi-agency “intervention chains” in Europe.<br/ ><br/ >The manual discusses key issues for tackling domestic violence, including the various forms and effects of violence, patterns of violence, power and control issues, effects on women and children, strategies for survival and a list of risk factors to be considered when striving to prevent further violence or death. Myths and prejudices surrounding domestic violence are examined and central principles of ‘zero tolerance’ defined. The manual then examines the needs of survivors of domestic violence and the principles of assistance, including support for survivors and holding perpetrators responsible.<br/ ><br/ >The manual examines issues surrounding the need for the existence of a network of women’s services as a prerequisite for effective multi-agency cooperation. The manual outlines the theoretical background for multi-agency cooperation, suggests which agencies should be involved and the steps needed to implement cooperation, and examines models of effective cooperation. Standards and requirements for agencies in general and for specific agencies are discussed. The manual also discusses practice and issues surrounding danger assessment and safety planning and the risk of revictimisation. The appendices contain references and exercises to be carried out to facilitate further training. | en |
