The booklet draws on work with women who were victims of intimate partner violence, men who perpetrated violence, judges, police officers and victim advocates. At the time the manual was first introduced, it outlined the need for change in the US criminal justice system's response to domestic violence, the model being used by the Domestic Abuse Intervention project, existing policy and procedure guidelines of various agencies and a variety of appendices and attachments.
