Wide gaps in the early life outcomes of Indigenous and non-Indigenous communities are indisputable and are demonstrated by: the gap in mortality rates for the under fives; higher rates of hospital admissions, poor nutrition and low birth weight babies; and low performance on literacy and numeracy tests compared to non-Indigenous Australians. This research paper examines what works to improve the situation, what doesn’t work and what we don’t know in the area of early childhood development (ECD).

We do know that family violence is an important factor which jeopardises advances in ECD within the family environment and the community environment. This paper explains how using a localised approach to ECD which includes community involvement, empowerment, integrated funding and inclusive decision-making, can address family violence.
