Notes: | The Local Justice Initiatives Program is a direct response of the Queensland Government to the recommendations of the Royal Commission into Black Deaths in Custody. The programme allocates funding to Indigenous communities to develop local justice strategies which provide alternatives to arrest, custody and recidivism. Describes the activities of the Coen Local Justice Group in Central Cape York, established in 2000 under the programme. Its approach to family violence involves: participation in the court process by providing community advice on sentencing; the establishment of diversionary programmes (using homelands, known as outstations); a focus on rehabilitation and prevention; and community ownership of the problem-solving process. Outlines the use of ‘outstation orders’, under which offenders may be required to reside outside the community at an outstation under a supervised diversionary programme, as an alternative to imprisonment. Other activities of the Group include conducting separate group meetings for men and women to discuss child protection, domestic violence orders, sexual health and substance abuse; supporting the ‘Ending Offending’ course and the “Walk Away Cool Down’ campaign; and the provision of informal recreational activities. Key to the Group’s activity is the concept of community ownership, aimed at restoring cultural strength to the criminal justice processes taking place in the community. |
