Notes:  This article presents an evidence-based analysis and response to a US city court decision that determined government funded refuge [shelter] services specifically designed for woman and children violated equal protection. The article is divided into five parts, beginning with an analysis of the case and related city, state and national legislation in parts one, two and three. The forth part of the article presents data and research to support the gendered nature and impact of domestic violence. The final parts of the article present and argument that regardless, the application of existing legislation supports the existence of services specifically designed to protect and support female victims of domestic violence.
