Examines the development and achievements of women’s refuges in NSW and compares this with the philosophical and practical approaches taken in Victoria and Queensland. Argues that although there has been a shift in NSW towards more integrated community responses to domestic violence, interstate movements are still operating on a high security model requiring the location of women’s refuges to remain confidential. Provides a rationale for making domestic violence and housing options for victims more visible in the community and suggests the adoption of conflicting models has hampered inter-state referral processes in a number of ways. Advocates for increased co-ordination and discussion between state organisations so that these barriers might be overcome.
