Notes:	Scott, an advocate of the public health approach to the problem of child abuse and neglect, welcomes the WHO’s World Report on Violence and Health as a plan for action against all types of violence, especially as it relates to children. She discusses the three issues which are dealt with in the report’s section on child abuse and neglect: acts of omission as well as commission, the nature of intent, and ‘normative violence’. Her critical view, however, is that the report is disappointing in its examination of the data on acts of omission as well as on its discussion of the importance of intent. She feels that the issue of ‘normative violence’ is also insufficiently analysed and that greater exploration of the data from Western societies on the subject of the decrease in the use of physical punishment is warranted. Scott suggests that the report would have benefited from an examination of how society handled the issue of child protection prior to modern child protection systems and comments on the current New Zealand approach to child protection which is based on traditional Maori methods of dealing with dysfunction in families.
