Reviews the modern movement against domestic violence and argues that while ‘safe harbour’ policies and associated legal developments have protected many women and children from family violence, the issue will not be fully addressed until there is a focus on the causes of violence and the prevention of violent behaviour. Contends that government departments responsible for policy making in the areas of domestic and family violence have been weakened by budget cuts and a lack of consultation and suggests restoring the capacity of these departments and challenging orthodox models as the way forward.
