Notes:  This report outlines the methodology and results of a research project aimed at isolating predictors of violent re-offending in Indigenous communities and developing a culturally and geographically specific tool for assessing the risk of sexually and/or physically violent behaviour. The key concepts utilised are defined and some of the ethical considerations raised by the project are identified. The process undertaken to isolate predictors of violence is described and on the basis of these results, various underlying causes, precipitating causes and situational factors associated with violent behaviour and re-offending are set out. The findings of the predictor study were then tested in the model-building and cross-validation studies to establish their validity and predictive accuracy, and determine whether they could form the basis of a risk assessment tool for sexual and non-sexual offenders in Indigenous communities. Factors identified as distinguishing re-offenders from non-re-offenders included unrealistic long-term goals, release plans and poor coping skills. While the findings were only able to support the development of a model for sexual offenders, it is suggested that further research and practice may provide the opportunity for a non-sexual offender model and the refinement of existing tools. The need to interpret certain findings with caution is also emphasised.
