Notes:  This US paper outlines the risk and liability issues with regard to the use of the Internet and offers risk management guidelines to protect domestic violence service organizations from liability. It considers the lack of research in online service delivery and suggests research approaches for understanding the use of online services. It focuses on how domestic violence organizations are using the World Wide Web to provide direct services online but risks include: threats to the privacy, security, confidentiality of online communications, unclear legal and liability standards around the delivery of online counselling related services, difficulties with duty to warn third parties, lack of research about effective models of online service delivery, potential harassment of Internet users, unclear jurisdiction, difficulty in making appropriate assessment or referral, disputes over the legal ownership of the website, use of copyright material, potential threats to staff, lack of policies around unsolicited email, and disruption to the organization through attacks on the website or by email.
