Notes:  Overview: This paper looks at the tension between the fundamental assumptions guiding practice in domestic violence and child protection services, and posits an alternative approach.

Child protection services operate within a legal framework that has its basis in an ideological stance that economic and social disadvantage are the root cause of child maltreatment. Domestic violence services look to find the primary aggressor and the overall protection of women occurs within the context of a feminist perspective of such violence. When the two sectors are forced to interact with one another, tension and unresolved issues result.

The authors conclude by presenting a new framework, pairing a harm reduction approach with an evidence-based practice model, to promote the use of evidence across all service providers and to better serve the needs of women and child victims of abuse.
