Notes:  General Overview: In examining the intersection of discourses surrounding domestic violence and public child welfare, the authors of this article make suggestions for improving the quality and consistency of services for families involved in these systems in Canada and the United States (US).

Discussion: After providing an overview of the development of domestic violence theory and practice, the authors discuss issues concerning the impact of intimate partner violence on children and whether it amounts to maltreatment and should result in removal of children. They discuss the division amongst workers and theorists regarding the circumstances that might warrant the removal of children from the home. The authors propose two approaches, harm reduction and evidence based practice, that might assist in bringing the child welfare and domestic violence systems together and improve the outcomes for families and children.
