Notes:  The content of 'Strong Culture, Strong Peoples, Strong Families: Towards a Safer Future for Indigenous Families and Communities', a ten year plan launched by the Victorian Givernment in partnership with the Victorian Indigenous Community to tackle Indigenous family violence, is analysed. It is suggested that the Plan in its present form would be unable to break the 'silence of acceptance' surrounding Indigenous family violence, sexual assault and abuse of elders and children.
