Notes:  This article examines how Canadian public policy addressing domestic violence against women uses narrow representations of victims, which ultimately increases women's vulnerability and decreases women's safety. The author argues that historically, public policy has focused on women leaving or exiting relationships and not adequately addressed the large issue of reducing or preventing violence.
