Examines the availability of emergency and/or permanent government housing over the last fifteen years and concludes that it remains inadequate. Contends the increasing price of housing in Victoria, rising unemployment and casualization of the labour market have left women in a particularly vulnerable position, particularly those who are victims of family violence. Argues that housing available to women is often inappropriate, inaccessible and/or temporary leaving women exposed to either the ongoing risk of homelessness or returning to an abusive situation. Suggests that although the link between domestic violence and homelessness is more widely accepted than it was fifteen years ago, little has changed in terms of service provision, prevention and challenging the patriarchal structures which condone violence against women.
