The framework identifies priority areas for UNFPA at national, regional and global levels ensuring an effective world-wide approach to ending gender-based violence.

Discussion: This strategy to end gender-based violence reflects the UNFPA's understanding that gender-based violence is directly related to its other major focus areas of population and development, and reproductive health. This plan is an extension of UNFPA's activities and includes reflection on the policies and programs that have been undertaken by this body in the areas of gender equality and women's empowerment.

The framework outlines the role of UNFPA in addressing gender-based violence. The document suggests this body ought to continue to work to: strengthen country-based legal and policy responses to this kind of violence; collect reliable data on violence against women and girls; provide analysis of this data; focus on sexual and reproductive health; develop targeted programs for young people including young men and finally, focus its programs and projects on the most marginalised and vulnerable.
