Discussion:This report discusses the strategies that the Victoria Police will implement between 2009-2014. There are four objectives, which have both specific actions and performance measures linked to them. These objectives are outlined below.

Objective One: that Victoria Police respond to and investigate family violence, sexual assault and child abuse more effectively. This will be achieved through actions including policy and legislation analysis, and evaluation of existing measures. Victoria Police will also look to strengthening working relationships between police and community organisations. An increase in reporting of sexual and domestic violence to police is set as a performance measure for this aim.

Objective Two: that Victoria Police take a leadership role in driving integrated service delivery. The strategy sets out actions including implementation of collaborative strategies between Victorian police, sexual assault services, regional domestic violence services and Indigenous specific domestic violence services. The performance measure for this objective is an increase in referrals from police to family services by 15%.

Objective Three: that Victoria Police reduce risk to children and young people of ongoing exposure to violence through protection and early intervention. The police will seek to achieve this objective though actions including improvement of children’s access to police services, as well as collaborative government and police specific initiatives for children and young people, including the development of investigative guidelines for child abuse.

Objective Four: that Victoria Police increase members understanding about issues of violence against women and children in order to provide appropriate policing responses. This will be achieved through ensuring that all police are trained about issues concerning violence against women and children. The agency will also develop a benchmark for members’ skills, knowledge and attitudes in responding to violence against women and children.
