General Overview: This revised protocol developed by the New South Wales (NSW) Government sets expectations for government agencies, services and staff regarding their response to elder abuse in community settings in NSW. It aims to align policies for responding to elder abuse with recent work in the areas of domestic violence and sexual assault.
Discussion: This updated NSW government interagency protocol combines the previous protocol and associated Legal Issues Manual to provide a practical framework for agencies and staff responding to elder abuse occurring in community settings in NSW. It is divided into six sections. Section one provides an overview of the protocol’s aims and parameters as well as background information relating to its development. Section two provides a definition of elder abuse. It then outlines the most common forms of abuse, such as physical, sexual, psychological and financial abuse and neglect, and lists the key indicators for each kind of abuse. Sections three and four address the principles and key concepts to be kept in mind in responding to elder abuse. These include principles for intervention, interagency practice and reporting and concepts such as mental capacity, undue influence, consent and confidentiality.
Section five outlines the expected roles of government staff, volunteers and specific agencies, such as NSW Police, NSW Health, hospitals, and mental health services, in responding to the abuse of older people in the community. This section includes information on assessment, comprehensive case management, care-coordination, and police and legal interventions, as well as a response framework adapted from the South East Wales Policy and Procedures for the Protection of Vulnerable Adults. Finally, section six provides information and contact details for a range of key services including the Translating and interpreting service, NSW Police, legal services, domestic violence and elder abuse services and other useful web-based resources.
