dc.description.notesThis New Zealand (NZ) paper aims to bring the understanding of primary prevention of domestic violence in NZ into line with developments internationally; to consider how primary prevention of domestic violence can be effectively implemented in New Zealand; and to ensure people working in the community and government sectors understand what is distinctive about primary prevention.<br/ ><br/ >The paper outlines key shifts in the evidence about domestic violence in international research and practice: that violence against women is predictable and preventable; that prevention can take place before violence has occurred (primary prevention), as well as afterwards; that primary prevention must challenge entrenched gender inequality; that primary prevention should consider sexual violence; that men and boys must become partners in primary prevention. The paper also considers how violence against women is increasingly considered from a public health perspective.en
