Following the release in 2008 of the Australian Government white paper on homelessness The Road Home:, and, in 2009, of the National Affordable Housing Agreement (NAHA) and the National Partnership Agreement on Homelessness (NPAH), it became clear that research was needed into the costs of homelessness and the cost-effectiveness of homelessness programs.

* the costs of non-homelessness programs for the population at risk of homelessness (involving health, justice, income support and children protection agencies)
* the possibility of linking data from the range of service providers (health, justice, income and welfare support) to determine the costs of homelessness and the costs and benefits of homelessness program support.
