The need for greater community education and flexibility of gender roles is emphasised and the culture of tolerance surrounding violence and discrimination against women is highlighted. The obligations of the Turkish government, under international human rights instruments and standards, to exercise due diligence in the protection of women’s rights and the prosecution of perpetrators is discussed, as is the need to protect the advocates of women and children experiencing violence. The report concludes by identifying some of the domestic laws supporting the argument in favour of due diligence and providing a series of recommendations for both the international community and the Turkish government specifically.
