Since the 1997 Act was introduced, there has been a 55 per cent increase in the provision of restraining orders. However, victims reported that they did not feel safe. Moreover, Indigenous people, who are at greater risk of domestic violence than other groups, were reluctant to access the orders because of geographical and cultural barriers. Police response was inconsistent; in 60 per cent of the districts investigated, ongoing training was nonexistent. Magistrates reported concern because the police advised victims to apply for restraining orders instead of charging perpetrators. In the period 1999-2001, police took an average of 44 days to serve restraining orders. Additionally, more than 25 per cent of complaints related to restraining orders were about police inaction in reported breaches. Support services were provided in most of the districts.en
