It includes a list of key findings for good practice.<br/ ><br/ >Discusses evaluation and monitoring of good practice. The report also examines specialised services in Western European member states around:<br/ >* support counselling, refuges and housing for women and children<br/ >* cross-cutting themes<br/ >Examines the particular circumstances of Central and Eastern European countries, where legislation is not enforced and services, including refuges and counselling, are not available. Examines gaps in services, monitoring and evaluation, and Chapter 5 makes good practice recommendations for European policy.<br/ ><br/ >Findings and recommendations: This overview of evaluation research finds that woman-centred, non-government organisations (NGOs) are vital for providing best practice services to survivors of domestic violence, rape and sexual assault. Stable government funding is essential to allow NGOs to provide refuges, support and counselling. Evaluations of policing practices revealed that good practice requires consistent and efficient police action, the promotion of investigation and evidence gathering and systematic recording practices. Perpetrator programs, screening within the health system, multi-agency approaches and professional training are also considered.<br/ ><br/ >The appendix includes 16 key good practice findings from Western European member states. Good practice recommendations include the establishment of agreed indicators, effective monitoring and evaluation of both NGO and statutory services, and a European Union directive requiring the development of woman centred services and the expansion of research.en
