dc.description.notesThis UK consultation paper presents proposals for the format that domestic homicide reviews should follow. As part of the statutory duty under the Domestic Violence, Crime and Victims Act 2004, local bodies are required to have regard to the guidance when establishing reviews.<br/ ><br/ >This guidance covers different aspects of the review methodology. The purpose of the review is to learn lessons from the death, such as: how the local professionals and agencies can work together to protect the victims; how the lessons will be acted upon and what is expected to change as a result; and how to improve interagency work and improve protection for victims of domestic violence. This is based on what is already in use for serious case reviews of the death or serious injury of a child where abuse is suspected.<br/ ><br/ >The 11 sections of this guidance identify areas that need to be addressed by the agency responsible for conducting the review. These are: the style and definition of reviews (timing and proportionality); which body should take the lead responsibility for instigating the review (scope and timeframe for the review); individual agencies’ management review; family involvement; media involvement; legal advice; expert advisers or witnesses; other factors; costs; and the final report. It seeks to hear views from as many people as possible, including on whether aspects of the review process will have an impact on equality and diversity issues by posing a series of consultation questions to obtain comments and feedback.<br/ ><br/ >Annexure B contains the partial regulatory impact assessment for the proposal of guidance for domestic homicide reviews and sets out the purpose and intended effect; various options ranging from doing nothing, non-legislative measures to legislative measures; costs and benefits; sectors affected; consultation; and monitoring and review.
