The final report builds on the previous Stage 2 Report, which presents a comprehensive literature review of national and international (Canada, England, New Zealand and USA) approaches on women’s homelessness and the diverse services that deal with it. In this report, four national case studies and international examples of innovative practice are examined to detect exit pathways for homeless women. The findings reveal that an increased number of women and children, and mentally ill and unemployed people, are becoming homeless. This ‘new homelessness’ requires flexible responses to tackle social risk management, capacity building for clients; and the market, government and family impact on homelessness. Structural and individual variables and their implication for rehousing are also addressed.en
