dc.description.notes | This report considers the issue of equality before the law for people with disability. It is based on written submissions and public consultations that were conducted by the Australian Human Rights Commission in 2013, covering all states and territories in Australia. Consultations also took place with people with disability and their advocates, community organisations, police, courts and other areas of government.<br/ ><br/ >The report outlines areas within the criminal justice system where there are barriers and inequalities experienced by people with disability. It sets out a case for change and presents general findings covering police, courts, custodial environments and release to the community, and considers the National Disability Insurance Scheme.<br/ ><br/ >Issues of violence and abuse, including gender-based violence, are addressed throughout the report: in relation to economic savings; in discussion of barriers; in discussion of police, court and corrections; regarding service capacity and support; in describing effective training.<br/ ><br/ >The report concludes that each jurisdiction in Australia should develop a Disability Justice Strategy, with a set of common outcomes (outcomes and principles are outlined on pages 32-39 of the report). | en |
