General Overview: An evaluation of the Western Australian Freedom from Fear Campaign was undertaken between 1998-2006. This report of the evaluation considers the progression of this perpetrator-focussed campaign against its objectives, the currency of these objectives and offers suggestions for continuing to raise awareness of domestic violence and change community attitudes around it in the future.<br/ ><br/ >Methodology: The authors, on behalf of the Family and Domestic Violence Unit[FDVU]within the Department of Community Development, undertook twenty-seven interviews with stakeholders of the Freedom from Fear campaign, as well as a literature review and an examination of relevant evaluation reports.<br/ ><br/ >Results: The research confirmed domestic violence prevention as complex and challenging. Despite these difficulties, Freedom from Fear has contributed to increasing awareness and shifting attitudes around domestic violence. This is especially the case for the media component of the campaign. However, the evaluation found it difficult to measure the progress of some of the initial objectives, which were too broad. These must be refined if the campaign is to remain relevant.<br/ ><br/ >Conclusion: Freedom from Fear has received national and international recognition for its unique approach to domestic violence. It was one of the first public health campaigns to target male perpetrators, rather than female victims. With continued innovation and refinement, the research suggests that this campaign may continue to change attitudes and ultimately prevent domestic violence.<br/ ><br/ >Recommendations: the report provides recommendations including: forging of greater links between the media elements of the campaign and other services of the FDVU; continuing to focus on prevention and to target perpetrators and potential perpetrators; and broadening the focus to target those who may witness family and domestic violence.en
