Notes:  General Overview: This South Australian Government report outlines the philosophy of the Rann Labor Government to combat violence against women, citing the definition used in the United Nations Convention on the Elimination of Violence Against Women with regards to safety of women as a human rights issue.

Discussion: The policy document outlines the South Australian Government’s approach and initiatives to combat violence against women. It sets out the principles underpinning decision making and priorities of the Government, such as recognising diversity, promoting gender and racial equity, treating violence as criminal, being informed by the ’Rekindling Family Relationships-Framework for Action’ in combating violence against Aboriginal and Torres Strait Islander women, applying Access and Equity principles in services for rural women and ensuring that programs are evidence based.

The document sets out statistics current at the time to illustrate the need for urgency and compares them to similar statistics for ten years ago. The document cites the government’s key directions as prevention, service provision, protection and performance. The Office for Women has coordinated and led a reference group, including members from various departments, and has convened a number of working groups including addressing violence against Aboriginal women, culturally and linguistically diverse women, women with disabilities, violence against women in the workplace and safety for women in sport. The reference group has undertaken the development of an Integrated Services Model in 2006. to be trialed as the Family Safety Framework.

The document outlines a variety of projects undertaken by the Government throughout the State, including a comprehensive account of the initiatives made by each department, such as the reform of criminal and domestic violence laws by the Attorney General’s Department, the domestic violence strategy by the Police and the domestic violence case management standards and cognitive behaviour programs for men by the Department of Corrective Services.
