Keynote address which looks at the problem of domestic violence within the broader set of violations and pressures faced by the women of East Timor. During the 24 year occupation by Indonesian Forces, East Timorese women faced, rape, kidnap, the destruction of their homes, separation from family members, starvation in remote locations with no access to clean water or medicine. Since Independence the incidence of domestic violence in East Timor at present has risen, and violence within the home is the single most reported crime today representing 50% of all offences being brought to the attention of the civilian police.
