Notes:  The health, safety and well being of children is everybody's business but governments must lead with policies that build that capacity of communities and families to care for children. This paper outlines the reform objectives of the Victorian Government, which focus on prevention, integration, accessibility and affordability. It also discusses Aboriginal representation in the Best Start initiative, the Indigenous family violence strategy, and issues and initiatives in the area of child protection and juvenile justice. It then discusses the reform of the Children and Young Persons Act 1989 and improving out of home care.
