Notes:  General Overview: In 2006, the Council of Europe (COE) undertook a stocktaking study on the measures taken in member states to combat violence against women. On finding that not all member states provide adequate resources for victims of violence, collect national data on domestic violence or track referral or judicial outcomes, the COE devised a campaign to prevent and combat violence against women occurring in the family or domestic unit. During the campaign, member states were urged to make significant progress in the areas of: legal and policy measures; support and protection for victims; data collection; and awareness raising.

This document contains an outline of the COE campaign, including its theme, aims, objectives, messages, target groups, slogan, duration and the division of responsibilities for its implementation. Appendix 1 sets out the actions to be carried out as part of the campaign by the COE and by member states. Appendix 2 describes the campaign materials available to member states, while Appendix 3 consists of a campaign timeline.
