Notes:  Overview: This background paper prepared by the WHO Department of Violence and Injury Prevention and Disability, in conjunction with the WHO Department of Reproductive Health and Research, discusses primary prevention methods for combating intimate partner violence and sexual violence against young, adolescent and adult women.

The paper begins by contextualising, describing and defining sexual, domestic and family violence, and presents an ecological model for understanding this violence. The concept of primary prevention is also defined and a discussion of the theoretical and empirical bases for various approaches to prevention is provided. Examples of successful prevention programs from various locations worldwide are given, including:

The paper concludes with an outline of proposals discussed at the WHO expert meeting on the primary prevention of intimate partner and sexual violence held in May 2007. Recommendations made are based on international research and data, and the lessons learned and challenges faced during the implementation of prevention programs around the world.
