* violence impacts more heavily on the vulnerable and is often targeted at vulnerability. The violence may be exacerbated by social policies in housing, schools and prisons.

* The costs of violence are mostly absorbed by the victims. This is evidenced in under reporting of violence to police and other services. People may make choices about where to live, work, and socialise in order to avoid violence.

The author concludes that authorities must challenge the assumption that some violence against some people is inevitable. She calls for a targeting of known patterns of violence. She also calls for a mapping of what is known about how people experience violence on to what is offered as a service response, and to deliver a more comprehensive or specialised service.
