Notes:  General Overview: This five year plan outlines the steps the NSW Government intends to take to prevent the sexual assault of Aboriginal children. It focuses on law enforcement, child protection, early intervention and prevention, and community leadership and support.

Discussion: The plan documents the NSW Government’s intended response to the Aboriginal Child Sexual Assault Taskforce, which reported on widespread sexual assault of children in Aboriginal communities. It contains 88 specific proposals for government action in law enforcement, child protection, early intervention and prevention, and community leadership and support.

Some of the proposals are for immediate statewide implementation. These include improvements to Joint Investigative Response Teams, an advisory panel to oversee implementation, improving the protection of victims and witnesses between charge and trial, reviewing the child protection powers available to the Department of Community Services and enhancing drug and alcohol treatment programs.

A second group of proposals are to be tailored to the needs of communities requiring intensive assistance. These will include additional resources for witness assistance programs and forensic examinations, awareness raising programs, legal education resources, expanded sexual assault counselling and ensuring compliance with mandatory reporting requirements.

A third group of proposals is for consideration and possible implementation in the longer term. These include identifying best practice counselling models for Aboriginal people, early childhood education for Aboriginal children, safe housing facilities and alternative accommodation for Aboriginal persons who are granted bail or subject to Apprehended Violence orders.
