General Overview:Intimate partner violence (IPV) against women is regarded as a serious public health problem in the United States (US). The purpose of this study is to compare the effectiveness and cost effectiveness of a domestic violence-specific permanent housing program operated by the Volunteers of America Home Free (VOA), with a range of other housing related services available to domestic violence survivors.

Methods: The VOA program provides survivors of abusive relationships with financial assistance with all or a portion of their rent for permanent housing in an area of their choice, as well as long-term, client-focussed advocacy. The evaluation of the program, funded by the Centers for Disease Control and Prevention (CDC), uses a quasi experimental longitudinal design. The researchers will compare key health and safety outcomes of VOA participants with those for four other groups of IPV survivors in the study area of Portland, Oregon, namely:
