This report provides a background overview of adolescents who exhibit sexually abusive behaviours towards other children. The background includes an overview of what is sexually abusive behaviour, explanation of normative versus abusive behaviour, why adolescents abuse, developmental models, differences between adult sexual offending and adolescent sexually abusive behaviour, treatment, the connection to pornography, and working with Aboriginal and CALD young people. The report also includes a practice tool that provides guidance for practitioners to consider when working with young people who exhibit sexually abusive behaviours and their families including gathering relevant information, analysing this information, planning a response and taking action to work with the young person and family. References and a list of service agencies in Victoria are provided.
