General Overview: The Australian Government’s Green Paper on homelessness aims to promote public discussion on this issue and to inform the development of a new approach to reducing homelessness in the country by 2020.
Discussion: This Australian Government Green Paper provides background information to promote public discussion leading to the development of the Government’s White Paper on homelessness, released in September 2008. The Green Paper is structured into five sections.
Section One: provides information regarding the experience, extent and causes of homelessness in Australia, focussing on risk factors and at-risk populations.
Section Two: outlines the strengths and limitations of current responses to homelessness with a particular focus on the Supported Accommodation Assistance Program (SAAP), Reconnect, the Household Organisation Management Expenses (HOME) Program and support provided via mainstream service sectors.
Section Four: outlines the goals and principles guiding the government’s approach to addressing homelessness in Australia and explores ways forward. It presents three key options for reform of the homelessness service model that focus on providing housing for everyone, enhancing social inclusion, addressing the specific needs of different groups of people, such as families, young people and domestic violence victims, and improving mainstream service coordination and delivery.
Section Five: provides information regarding the development of the White Paper on homelessness and invites key stakeholders, people with experience of homelessness and the general community to participate in a series of community consultations or make a written submission to contribute to the development of the Government’s response.
The Green Paper on homelessness is accompanied by a summary that presents a brief overview of the goals, principles and three options for reform identified in the full report.
