General Overview: This national plan for Australia's response to violence against women was produced in consultation with services and the general community. Time for Action promises a new approach to reducing violence against women through investment in primary prevention and the justice system.
Discussion: The national plan sets out a framework of change for the period 2009 to 2021 and is designed to be implemented in five stages. It contains 117 recommended actions, 20 of which are designated for urgent implementation and 97 for implementation in three-year phases.
Some of the key actions include: develop, trial, implement and evaluate educational programs for pre-schoolers, children, adolescents and adults that encourage respectful relationships and protective behaviours; establish a professional national telephone and online crisis support service; and establish a national register of domestic and family violence protection orders.
The plan was developed after a lengthy consultation process involving more than 2 000 people across Australia. The National Council received 370 written submissions, organised 30 stakeholder forums with service providers, carried out 59 face-to-face and telephone interviews and 320 on-line interviews, and convened six expert roundtables.

This is a literature review of the nature and extent of violence against women, its causes, its impacts and the effectiveness of various responses; and an overview of measures currently in place in all Australian states and territories, based on consultations with 66 government agencies. The background paper was produced by the consultancy firm, KPMG.

This document represents the Federal Government's initial response to the national plan, in particular the 20 urgent actions recommended by the National Council. A more complete response to Time for Action/> will be produced in consultation with the states and territories, and is due to be released in early 2010.
This report provides a comparative analysis of Commonwealth, state, territory and New Zealand laws relating specifically to domestic violence. It will be used to develop the Federal Government's national plan and will also inform the Australian and New South Wales Law Reform Commissions' inquiry into the interaction of domestic violence laws.
